Great question. And I’ll be honest: the H.E.A.L. Act isn’t perfect, because I’m not perfect. This is a first draft. Like any draft, it needs feedback, questions, and improvements. If you have thoughts, please send me your feedback!

However, in Congress, there’s a nonpartisan group called the Joint Committee on Taxation (JCT). It includes 10 Members of Congress from the tax-writing committees, but its work is carried out by a professional staff of economists, lawyers, and accountants who specialize in tax law and budget analysis.

Their job is to review tax and spending proposals like the H.E.A.L. Act, verify the math, and issue an official score showing how much a plan costs and how much revenue is raises. Every major tax or budget bill in Congress is reviewed by the JCT.

I will submit the H.E.A.L. Act to the JCT so they can do their review and publish an independent analysis. That way Democrats, Republicans, and the American people, can see the numbers and hold us accountable.

And here’s something you can do right now: ask your current representative to submit the H.E.A.L. Act to the JCT today. The sooner it’s scored, the sooner we can have a fact-based conversation about how it helps Americans and how we’ll pay for it.
